I have been using Nool ammonia hair dye, 3%, and it works perfectly on gray hair, covering it completely. It doesn't sting or run. I have a sensitive scalp, and this brand is a perfect match for me. It doesn't cause any irritation or other unpleasant moments during the coloring process.
